The new

The new "Save" will provide subsidies that will reach even 70% of the investment cost (depending on individual-family income) and interest-free loans to households for energy upgrade of their home.

It is reminded that last Monday (5/2) was the donation by the Hellenic Banking Association of the information system through which the whole process ("submission" of applications, etc.) will run. Beyond that, banks need to be linked to the information system, which will start gradually from 15 February, with the aim of completing the start of the program by the end of the month.


In particular, the Household Savings II program, according to a ministry's announcement, finances interventions aimed at "saving energy in the residential sector, reducing energy consumption and, consequently, households' energy costs, paying special attention to low and middle incomes ".


The available resources amount to approximately EUR 250 million, while its total budget, including private capital, is expected to reach EUR 500 million.


Who is concerned


The program will include only natural persons who have the right to own (full or sparse) or usufruct to an eligible home. They must have an individual (single) or marital (married) income not exceeding 40,000 and 50,000 euros, respectively. The precise rate of subsidy depends on the income category to which the person concerned belongs.


Priority is given to the integration of families with children (5% for each minor member - up to 2 children) and households with low incomes. For those who have an individual income of 35,000 to 40,000 or a family of 45,000 to 50,000 respectively (7th category, table), although no grant is provided, they can benefit from the program through an interest-free loan.


The action covers single-family houses, apartment buildings and individual apartments, which have a building permit or other legitimisation document. A home is considered eligible if:

Has been classified under the Energy Efficiency Certificate of the First Energy Inspection (A' ΠΕΑ) in a category less than or equal to D. 




The eligible budget of interventions per beneficiary application may not exceed EUR 250 per square meter of the floor area of ??the dwelling, as shown by the ΠΕΑ, up to a maximum of EUR 25,000, including VAT.


A prerequisite for joining the program is to carry out an energy audit by an energy inspector, who will issue the required ΠΕΑ. Subsequently, interventions will be selected according to the findings / results of the inspection, aiming at achieving maximum energy savings and maximum improvement of the energy efficiency of the dwellings.


Following the implementation of the interventions, a second energy audit will be carried out to check whether the objectives set and, consequently, the corresponding subsidy have been achieved. The cost of the energy inspector will be covered by the program if the application has received the required approval.

Eligible costs


The interventions that can be made by the stakeholders will concern the following categories:


Replacement of frames.
Installing shading systems.
Installation of thermal insulation in the building shell, including the roof / roof and pilot.
Upgrade heating system.
Upgrading a hot water supply system.


Applications for funding are only submitted electronically, as of February 28 and mandatory through the information system of the official web portal of the program

Indeed, the request for the implementation of interventions proposed by the energy inspector is responsible for a responsible declaration.


Also, via the online application, interested parties will be able to choose whether to apply for a loan or not. If they meet the conditions for participation, they will be able to choose the financial institution to which they will address, which will then examine their creditworthiness. It is noted that in the new "Home savings II" loan is not required by a bank.

Stakeholders will be able to submit their application until the program headings per region are covered.In practice, this means that the online submission platform closes as soon as the funds are exhausted.


Citizens will be able to get information on the new program via a Help Desk, a telephone number that will be available soon and from the website of the Ministry of Environment and Energy

Prerequisites for integration of apartment buildings


To qualify an apartment building eligible for housing, the following conditions must be met:


In the case of mixed use, at least 50% of the building (complex and apartment) of the building / complex should be used as a dwelling and constitute a single discrete set (eg heating by the same system, shops on the ground floor and / and on the first floor and apartments on the other floors). However, other non-residential properties (eg a shop on the ground floor) do not qualify as eligible.


Following a decision of the General Meeting, a request is made by a representative of the owners of the apartments, with information on the eligibility criteria for the part of the building used as a dwelling, as well as individual requests from each owner wishing to join.


A ΠΕΑ is submitted for the whole of the building used as a dwelling.

Shared interventions are taking place.

Owners who do not participate or do not wish to participate in the program participate in the implementation of the interventions declared in the decision of the general meeting of a block of flats with equity.
